Starting on January 1, 2022, California Law will require all providers who are prescribing medication to enroll in e-prescribing.  More information on the mandate can be found here: Link to Article

Similarly, the VA is now enforcing that mandate and you may have received something similar to this via email:

If you are not already enrolled, please take the necessary steps to complete this enrollment as soon as possible so as not to disrupt any medications for your veterans and to ensure you are in compliance with CA law.

What is e-prescribing?  E-prescribing or electronic prescribing is a technology framework that allows physicians and other medical practitioners to write and send prescriptions to a participating pharmacy electronically instead of using handwritten or faxed notes or calling in prescriptions.

Essentially, it serves as an electronic reference handbook.  More sophisticated e-prescribing systems act as a stand-alone prescription writer.  They can create and refill prescriptions for individual patients, manage medications and view patient history and connect to a pharmacy or other drug dispensing site, and integrate with an electronic medical record (EMR) system.
